Q: When is Highway 3 going to be resurfaced between the Butler/Franklin county line and Shell Rock? Why are state highways resurfaced county by county?
A: Iowa Highway 3 from Iowa Highway 188 to 20th Street in Waverly is scheduled for resurfacing during the 2019 construction season. There are no current plans to resurface Iowa 3 from the Franklin/Butler county line to Iowa 188, but Iowa Department of Transportation officials said they will continue to monitor the roadway and weigh it with the rest of the priorities in that 19-county district. The starting and ending points of IDOT projects coincide with when sections of pavement were originally constructed. Many times, but not always, that falls on county lines.
