WATERLOO – A sex offender who was on parole has been arrested for allegedly sexually assaulting a man in his apartment in September.

Waterloo police arrested William Riley, 66, of 3453 Lafayette Road, Evansdale, on Tuesday for third-degree sexual abuse and a parole violation. Bond was set at $50,000 for the sex abuse charge.

Authorities allege Riley sexually assaulted a lower-functioning man on Sept. 17. The attack took place while they were having pizza at a University Avenue apartment where Riley was living at the time. The victim had tried to leave, but Riley kept him from exiting, according to court records.

Riley denied any sexual contact when questioned by investigators, but officers recovered a sample from the victim that contained Riley’s DNA, court records state.

The attack came less than a month after Riley was released on parole after serving prison time for robbery, theft and assault.

Riley also has a prior sex abuse and burglary conviction in connection with a 1988 incident where he broke into a woman’s home, took her jewelry and beat and raped her. The woman suffered a concussion and a number for fractures to her cheekbone as well as several bruises.

In 2008, the Iowa Attorney General’s Office sought to commit Riley under the state’s sexually violent predator statutes. The court action was dropped a few months later after mental health experts were unable to testify that he met the bar for commitment.
