NOTICE PUBLIC HEARING CITIZENS OF WATERLOO COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME PROGRAM FUNDS The Community Development Board of the City of Waterloo, Iowa, will hold a 2nd public hearing on February 18, 2020 in the Harold E. Getty City Council Chambers, 2nd Floor City Hall, 715 Mulberry Street, Waterloo, Iowa at 5:00 p.m. The purpose of the hearing will be to consider the Consolidated Plan One-Year Action Plan for Fiscal Year 2021 Community Development Block Grant and HOME Program Budget. This Consolidated Plan One-Year Action Plan was prepared based on recommendations of area citizens, various organizations and City Departments. The One-Year Action Plan budget is compatible with the community’s needs and with objectives of the U. S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant and HOME Programs. The primary goal of the HUD Community Development Block Grant and HOME Program is “The development of viable communities by providing decent housing in a suitable living environment, principally for persons of low- and moderate-income,” and may also provide expanded economic development opportunities for low-income persons. Maximum priority will be given to activities that benefit low- and moderate-income families; aid in the prevention or elimination of slums and blight; or meet other community development needs having a particular urgency. The Community Development Board reviewed all citizen suggestions and prepared the proposed budget listed below. The exact amount of funds available for the year beginning July 1, 2020 may differ somewhat from that shown below. In the event federal funds are less than estimated, each activity will be reduced by the percent of reduction. In the event federal funds are more than estimated, the overage will be applied to Single Family Rehabilitation for both CDBG and HOME.
