The Board of Supervisors of the County of Black
Hawk, in the State of Iowa, met in regular adjourned
meeting at the Courthouse in Waterloo, County Seat
of said County, and electronically via Zoom, at nine
o’clock (9:00) a.m., pursuant to law, to the rules
of said Board, and to adjournment. The meeting
was called to order and on roll call there were
present: Linda Laylin, Tom Little, Chris Schwartz,
Craig White and Dan Trelka, Chair.
Absent: None.
Unless otherwise noted, all actions were approved
unanimously.
Moved by Schwartz, seconded by White that the
AGENDA be received and place on file with the
County Auditor as approved. Motion carried.
Schwartz moved the following resolution seconded
by White.
BE IT HEREBY RESOLVED by the Board of
Supervisors of Black Hawk County, that the Board
of Supervisors APPROVE EXPENDITURES, and that
the County Auditor be authorized and directed to
ISSUE CHECKS, against the various settlement of
such claims as allowed:

RECEIVE PROJECT UPDATES FROM DEPARTMENT
HEADS/ELECTED OFFICIALS. County Engineer
Cathy Nicholas said construction on road and
bridge projects was going well. She is tentatively
setting up a bus tour of county projects for the
Board of Supervisors to follow the July 27 meeting.
Superintendent of Maintenance Rory Geving said
the solar panels at Pinecrest were turned on
July 6, and all seven of the county’s solar power
installations were now operational. He is working
to allow public access to the energy production
on the county’s website. Geving also described
changes in the monthly parking permit process at
the Courthouse.
Moved by White, seconded by Schwartz that the
MINUTES of the Board Meeting held July 6, 2021,
be and are hereby approved as submitted. Motion
carried.

Schwartz moved the following resolution seconded
by Trelka.
BE IT HEREBY RESOLVED that the LOWEST
REASONABLE BID received from Limble for a
Computerized Maintenance Management System
(CMMS) with a bid of $6,720.00 be approved
and for the chair to sign the contract, conditional
to the receipt of the certificate of insurance as

recommended by Rory Geving, Maintenance
Superintendent.

Geving said the system would replace the former
New World system, which was not meeting
his department’s needs, especially regarding
preventative maintenance. He said this system
was mobile and had other improvements to help
the county better manage maintenance staff and
priorities. Geving said Limble had an impressive
list of clients. The county budgeted $5,000 for the
system.
Little asked if security was in place and if the
sheriff had been consulted given the mobile access
available to the system and potential equipment in
the jail. Geving said the system would not allow
outside access to equipment controls. It would just
be maintenance history.
Trelka asked if county mobile phones could be
disabled if they were lost. Geving said they could
be disabled.
AYES: Laylin, Little, Schwartz, White, Trelka.
NAYS: None.
Resolution adopted.
Moved by Little seconded by White that the
PERSONNEL REQUISITION for 2 (TWO) Office
Specialists, (full time, replacement) with a
start date no sooner than July 13, 2021, in the
Treasurer’s Office be approved, as recommended
by Rita Schmidt, County Treasurer. Motion carried.
Moved by White seconded by Schwartz that
the Black Hawk County Board of Supervisors
authorize and direct the County Auditor to CANCEL
outstanding checks through June 30, 2019. Motion
carried.
White moved the following resolution seconded by
Schwartz.
BE IT HEREBY RESOLVED to establish Fund 165
American Rescue Plan Fund in an effort to help
account for expenses and revenues related to the
bill passed on March 11, 2021, as recommended
by James Perry Finance Director.
Perry said it will be easier for the county to account
for these expenditures if they were in a separate
fund.
AYES: Laylin, Little, Schwartz, White, Trelka.

White moved the following resolution seconded by
Schwartz.
BE IT HEREBY RESOLVED to establish a separate
fiduciary fund for Consolidated Communications,
Fund 764 Consolidated Communications, effective
July 1, 2021, in an effort to more accurately
account for the Consolidated Communications
Agency’s fiscal transactions as recommended by
James Perry Finance Director.
Perry said the Governmental Accounting Standards
Board gave clearer guidelines on fiduciary
activities, and it makes more sense to account for
Consolidated Communications in its own fund. The
move will require a budget amendment, likely in
September.

DISCUSSION – County Preparedness and
Possible Updates for COVID-19. Joshua Pikora,
disease surveillance and prevention manager
for Black Hawk County Health, said as of July
12 that the county had 16,498 positive cases,
15,749 recoveries, and 316 deaths. The state is
changing reporting from daily to weekly, which
the department will follow. To date, 60.4 percent
of Black Hawk County residents ages 18 and older
have received at least one dose of vaccine, and
57.4 percent are fully vaccinated. A vaccination
event targeting youth 12 to 17 will be held at the
Cedar Valley SportsPlex next week.
ANY REPORTS OR INFORMATION FROM THE
BOARD. Schwartz praised Conservation Board staff
after camping last week at Hickory Hills Park.
Trelka said he plans to have an evaluation process
for department heads on next week’s agenda.
He also said there was just one applicant for a
vacant seat on the Board of Health. Little said he
would like to consider appointing a member of
the Board of Supervisors to the Board of Health.
Assistant County Attorney Michael Treinen said that
was allowed under Iowa Code, but the supervisor
applying for the position would need to recuse
themselves from voting on the appointment. Laylin
asked Treinen to do more research about potential
conflicts of interest for a supervisor serving on
the Board of Health. Schwartz said the Board of
Supervisors already has a liaison to the Board of
Health. Schwartz preferred spreading the civic
engagement around the community to get more
people involved. Trelka said he was disappointed in
general about the lack of public participation in all
county boards. He said the matter will be placed on
the agenda for discussion next week.
