Waterloo, Iowa February 9, 2021 The Board of Supervisors of the County of Black Hawk, in the State of Iowa, met in regular adjourned meeting at the Courthouse in Waterloo, County Seat of said County, and electronically via Zoom, at nine o’clock (9:00) a.m., pursuant to law, to the rules of said Board, and to adjournment. The meeting was called to order and on roll call there were present: Linda Laylin, Tom Little, Chris Schwartz, Craig White and Dan Trelka, Chair. Absent: None. NAYS: None. Resolution adopted. RECEIVE PROJECT UPDATES FROM DEPARTMENT HEADS/ELECTED OFFICIALS. County Engineer Cathy Nicholas said that some icy roads are being sanded, and no work is being done at the Cedar Wapsi bridge replacement site due to subzero temperatures. White asked whether Secondary Roads trucks parked near the courthouse couldn’t be stored indoors out of debilitating cold weather. Nicholas said that one or two need to be close at hand for inspectors to work out of the courthouse, but she will check to see if others can be stored somewhere. Laylin asked if Nicholas heard concerns about roads and bridges at the Farm Bureau meeting she attended the night before. Nicholas said there weren’t many questions she couldn’t answer. Veterans Affairs Director Yolando Loveless said the Veterans Affairs Commission has a strategic advisory committee that has developed three lines of engagement: outreach and informing, benefits and customer service, and administrative and budgeting. He reviewed the status of his budget, saying that the pandemic has restrained his office from providing the level of service to veterans that it has in the past. He reviewed the success of his office in bringing veterans benefits into Black Hawk County, noting that in December, veterans and widows received $2.4 million in monthly compensation. A challenge he faces regarding COVID-19 vaccination distribution is that Vietnamera veterans who have worked at John Deere are well enough off financially that they haven’t used VA services before, so it is hard to reach them so that they can receive the vaccine available to vets age 75 and older. Health Department Director Nafissa Cisse Egbuonye said that according to the state, Black Hawk County is going to be receiving 1,950 doses of Pfizer vaccine per week for the rest of February, as long as it meets its performance measure of 80%. Health care providers MercyOne, Unity Point and Community Health clinic are scheduling vaccinations for their clients, and those not covered by them should contact the Health Department at 319-292-2360. Limited doses made available to local pharmacies are being quickly used up. Scammers are preying on elderly people needing vaccines, and you shouldn’t give your credit card number over the phone. At Nine-twenty-one o’clock (9:21) a.m., a public hearing was held as provided by law in the Board Room 201 of the Black Hawk County Courthouse, Waterloo, Iowa at which time all interested persons could appear to file objections on the proposed adoption of a resolution establishing the total maximum property tax dollars that may be certified for levy for general county services and total maximum property tax dollars that may be certified for levy for rural county services. Moved by White, seconded by Little to open the Public Hearing on the FY22 Budget proposed total maximum property tax dollars that may be certified for levy for general county services and total maximum property tax dollars that may be certified for levy for rural county services. Motion carried. The Board of Supervisors examined proof of publication of notice and determined that the notice had been published on February 2, 2021 in the Courier and on February 1, 2021 in the Hudson Herald in accordance with the requirements of the Code of Iowa. Moved by White, seconded by Laylin to receive and place on file proof of publication of notice of public hearing. Motion carried. Moved by White, seconded by Little to close the hearing and oral and written comments were received and placed on file. Finance Director James Perry said the county must pass a resolution preliminary to considering the FY22 budget that sets a general basic and rural basic fund maximum increase, which cannot go above 2%. He said the general basic maximum increase is 1.77% and the rural fund currently shows a 1.94% decrease. He said the actual overall increase will be lower. Motion carried. Trelka moved the following resolution seconded by White. BE IT HEREBY RESOLVED that that the maximum property tax dollars for General County Services and Rural County Services for FY 2022 shall not exceed the following: General County Services $30,175,850; Rural County Services - $3,194,619. The Maximum Property Tax dollars requested in either General County Services or Rural County Services for FY 2022 does not represent an increase greater than 102% from the Maximum Property Tax dollars requested for FY 2021. AYES: Laylin, Little, Schwartz, White, Trelka. NAYS: None. Ordinance adopted. Moved by Little, seconded by White to direct the Finance Director to advertise for a PUBLIC HEARING on the proposed Black Hawk County Budget for the Fiscal Year 2021-2022 to be held on February 23, at 9:05 a.m. in Board Room 201 of the Black Hawk County Courthouse, Waterloo, Iowa. Motion carried. DISCUSSION – County Preparedness and Possible Updates for COVID-19. Superintendent of Maintenance Rory Geving said that masks are available to the public at the courthouse entrance, and not at his office in the basement. Trelka thought the Board should start thinking about when it would rescind the mask requirement in county buildings. White said he expected it to be after summer, considering the slow pace of vaccination distribution by the state. Little said that people who have received the vaccine are still encouraged to wear a mask. ANY REPORTS OR INFORMATION FROM THE BOARD. Schwartz said the Warming Center at the old Hawkeye Metro Center on West 4th St., normally only open at night, was open from Friday night through Monday morning due to the extreme cold temperatures. Anyone is who housing insecure is welcome. Normally the available daytime option is the Cedar Valley Hospitality Center. On motion and vote the meeting adjourned.
