The Board of Supervisors of the County
of Black Hawk, in the State of Iowa, met in
regular adjourned meeting at the Courthouse in Waterloo, County Seat of said
County, at nine o’clock (9:00) a.m., pursuant to law, to the rules of said Board, and
to adjournment. The meeting was called
to order and on roll call there were present: Linda Laylin, Chris Schwartz Craig
White, and Tom Little, Chair.
Absent: None.
Unless otherwise noted, all actions were
approved unanimously.
Moved by Trelka, seconded by Schwartz
that the AGENDA be received and place
on file with the County Auditor as approved. Motion carried.
The Board of Supervisors acknowledged
the following employees for years of service: Lori A. Rottinghaus from the Health
Department for 20 years of service; Anita
R. Wolf from the Treasurer’s Office for 20
years of service; Sandie L. Smith from the
Recorder’s Office for 30 years of service;
Laurie A. Denning from the Sheriff’s Office for 30 years of service; and Kim M.
Veeder from the Information Technology
Department for 40 years of service.

RECEIVE PROJECT UPDATES FROM
DEPARTMENT HEADS/ELECTED OFFICIALS. County Engineer Cathy Nicholas
said that seal coating is now being contracted out, and Blacktop Service Company of Humboldt has finished projects
in the Washburn area, Dewar, and 5-6
miles of other roads. Cedar Wapsi Road
pavement continues with the intermediate layer this week and the surface layer
this week or next.
Maintenance Superintendent Rory Geving said that two local contractors attended a prebid meeting for the proposed Veterans’ Community Center.

Moved by Laylin seconded by Trelka that
the seal proposed by the County Auditor
be approved as the official county seal to
be shown on ballots used in Black Hawk
County elections.
County Auditor Grant Veeder said the
legislature amended the law so that instead of the county auditor’s signature
appearing on each ballot, the county seal
should be shown there. Research then
uncovered the fact that the law perhaps
inadvertently requires official county
seals to have the word “Treasurer” or an
abbreviation thereof. He said that County
Attorney Brian Williams advised that the
current seal with the letters “TR” added
could be used for the ballots. Motion
carried.

direct the County Auditor to advertise for
a public hearing to be held at 9:05 a.m.
on Tuesday, September 17, 2019 in Board
Room 201 of the Black Hawk County
Courthouse, 316 E. 5th Street, Waterloo,
Iowa on the proposed Ordinance No. 77232 from a request submitted by Robert
Mills at 438 Elk Run Road to rezone 2.14
acres from “C-M” Commercial-Manufacturing District to “A” Agricultural District
in order to separate a dog boarding facility from existing home. Motion carried.

FY20 Budget Amendment.

WORK SESSION
DISCUSSION – Solar array implementation for several Black Hawk County facilities. Maintenance Superintendent Rory
Geving presented the work of the Alter-

native Energy Committee, which is recommending solar panels at Pinecrest, the
main shop at the Longfellow Avenue Secondary Roads location, the cold storage
shop at Longfellow, Conservation headquarters on Airline Highway, the Conservation mechanic shop there, the Longfellow welding shop, the Elk Run Heights
Secondary Roads shop, and the north
building at the Sheriff’s Training Facility
on Raymond Road. Conservation Director Mike Hendrickson gave a report on
the installation of solar panels at the new
Hartman Reserve Nature Center building,
which project was funded by a private
donation. Hendrickson said that several
solar companies were contacted but only
Eagle Point Solar responded. Eric Giddens, Program Manager at the Center
for Energy and Environmental Education
at the University of Northern Iowa, said
Eagle Point Solar makes projections on
energy and cost savings based on a
conservative estimate of 3.7% per year
rate increases by investor-owned utility
companies. Geving said that cash gain
over the 25-year warranty period for the
panels at the locations recommended is
estimated at $1,407,900, and for the 40year anticipated lifetime of the panels,
the savings is estimated at $3,249,189.
He said the next step would be to put together a request for proposal, and then to
decide whether to make a cash purchase
or to conclude a purchase agreement.
Little said that the Sheriff’s gun range
should be considered separately, since it
is paid for by inmate room and board fees
rather than property taxes. He asked if
insurance ramifications had been discussed with PDCM Insurance. Geving
said he would contact them. Little asked
that a representative of MidAmerican Energy attend a Board meeting to discuss
how a solar project interfaces with that
company. Schwartz said with countries
like Brazil acting against the future environmental safety of the planet, it is critical that local governments take the lead.
Laylin asked if the full Alternative Energy
Committee is in total agreement on the
recommendation brought by Geving.
Geving said it is.
ANY REPORTS OR INFORMATION FROM
THE BOARD. Laylin said the Iowa Counties Information Technology assessment group is suggesting that it come
to Black Hawk County on September 9
or 13 to talk to supervisors and department heads about their expectations for
county IT. Little said they should come to
a Tuesday Board meeting.
Schwartz said that the Middle Cedar River Watershed Management committee
is close to implementing its plan, but at
the last meeting it didn’t have a quorum,
which is frustrating.
Little said that some employees have
contacted him about the boards to which
the Board of Supervisors appoints members, saying that department heads rather than employees should be appointed.

WHEREAS, the City Council of the City
of Cedar Falls, State of Iowa, has heretofore, in Ordinance No. 1923, 2122, 2461,
2696, 2785, and 2923, provided for the division of taxes within the Cedar Falls Unified Highway 58 Corridor Urban Renewal
Area ("Area" or "Urban Renewal Area"),
pursuant to Section 403.19 of the Code
of Iowa; and
WHEREAS, taxable property now has
been added to the Cedar Falls Unified
Highway 58 Corridor Urban Renewal Area
through the adoption of Amendment No.
5 to the Cedar Falls Unified Highway 58
Corridor Urban Renewal Plan; and
WHEREAS, indebtedness has been incurred by the City, and additional indebtedness is anticipated to be incurred in
the future, to finance urban renewal project activities within the amended Cedar
Falls Unified Highway 58 Corridor Urban
Renewal Area, and the continuing needs
of redevelopment within the amended
Cedar Falls Unified Highway 58 Corridor
Urban Renewal Area are such as to require the continued application of the incremental tax resources of the amended
Cedar Falls Unified Highway 58 Corridor
Urban Renewal Area; and
WHEREAS, the following enactment is
necessary to accomplish the objectives
described in the premises.
NOW, THEREFORE, BE IT ORDAINED BY
THE CITY COUNCIL OF THE CITY OF CEDAR FALLS, STATE OF IOWA, THAT:
Ordinance Number(s) 1923, 2122, 2461,
2696, 2785, and 2923 are hereby amended to read as follows:
Section 1. For purposes of this Ordinance, the following terms shall have the
following meanings:
a) Industrial Park Urban Renewal Area
means that portion of the City of Cedar
Falls, State of Iowa, described in the
Urban Renewal Plan for the Cedar Falls
Industrial Park Urban Renewal Area approved by Resolution No. 8196 on the
12th day of November, 1990, which Area
includes the lots and parcels located
within the area legally described as follows:
Beginning at the intersection of the West
right-of-way line of the proposed Relocated Highway #58 and the east-west
centerline of Section 36 Township 89
North Range 14 West of the 5th Principal Meridian, Cedar Falls, Iowa. Thence
Northerly along said West right-of-way
line to the South line of Eldorado Heights
3rd Addition to said City of Cedar Falls;
thence Westerly along said South line
extended to the West line of Section 25
T89N R14W; thence Southerly to the East
1/4 corner of Section 26 T89N R14W;
thence Southwesterly to the Southeast corner of Viking Hills 2nd Addition;
thence South to the SW corner of the
SE 1/4 of the SE 1/4 of Section 26 T89N
R14W; thence Easterly on the South line
of said section 26 to a point 630 feet West
of the Southeast corner of said Section

by Resolution No. 10,224 on the 13th day
of November, 1995, which Area includes
the lots and parcels located within the
