The Board of Directors of the Cedar Falls
Community School District in the County
of Black Hawk, State of Iowa, met in
regular session pursuant to the laws and
rules of said Board at the City of Cedar
Falls City Hall, 220 Clay Street, Cedar
Falls, Iowa, at 5:30 p.m. The meeting was
called to order by the President and the
roll being called there were present Joyce
Coil in the chair, and the following named
Directors: Jeff Hassman, Jenny Leeper,
Susie Hines, and Sasha Wohlpart. Others
in attendance were: Dr. Andrew Pattee,
Superintendent, Pam Zeigler, Associate
Superintendent of Instruction/Learning,
and Denelle Gonnerman, Chief Financial
Officer. Also present Jamie Castle, Larry
Wykoff, and Ed Olthoff.
President Coil called the meeting to order
and reported that we are here to focus on
students and student achievement.
Director Wohlpart moved and Director
Leeper seconded the motion to approve
the July 8, 2019 consent agenda as follows: June 10, 2019 regular and June
12, 2019 Board/Administrative Council
Board of Education minutes, FY 19 end of
the year accounts payable as presented
for payment and reviewed by Director
Wohlpart, Accounts Payable, Open Enrollment Report, Auction items for July
27, 2019 Auction, Human Resource Report, Teaching Strategies agreement and
Tri-County Child & Family Developmental
Council agreement. Motion carried 5-0.
Annual Meeting:
Director Hines moved and Director Wohlpart seconded the motion to approve the
fiscal year 2020 Depository Banks and
maximum deposit resolutions for the Cedar Falls Community School District as
presented. Motion carried 5-0.
Director Hines moved and Director Hassman seconded the motion to reappoint
Mrs. Denelle Gonnerman as the District’s
Board of Education Secretary for the
2019-2020 school year. Motion carried
5-0. President Coil then administered the
oath of office to Mrs. Gonnerman and she
answered in the affirmative.
Director Hines moved and Director Leeper seconded the motion that the Cedar
Falls Community School District Board
of Education approve the appointment
of Mrs. Denelle Gonnerman as the authorized school business official for the Cedar Falls Community School District for
the 2019-2020 school year. Motion carried 5-0. President Coil then administered
the oath of office to Mrs. Gonnerman and
she answered in the affirmative.
Regular Meeting:
Public comments were heard from the
following community members: Jim
Skaine, Larry Wyckoff, and Ed Olthoff.
Dr. Pattee thanked the community for
their support and trust on the movement forward educationally to a new high
school. This will be the third high school
building Cedar Falls has had in the last
100 plus years. Dr. Pattee reported 31%
of eligible voters came out and voted at
this special election and public measure
A receive 67% of the vote to construct
and equip a new high school is a tremendous showing of how important education is across our community. Thank you
to the community of Cedar Falls.
Mrs. Gonnerman reviewed the monthly
balances for May 2019 for the general
fund, schoolhouse, student activity and
food service. President Coil reported
that the report would be filed subject to
audit.

Mrs. Gonnerman reviewed the abstract
of election results as presented to the
Cedar Falls Schools Board of Education by the Black Hawk County Board of
Supervisors. For the available Director
seat votes cast were as follows: Allan
Heisterkamp – 7,254 votes and 311writein votes. The Board of Supervisors declared Allen Heisterkamp dually elected
to the office of Board of Directors for the
Cedar Falls Community School District
Board of Education.
Mrs. Gonnerman reviewed the votes for
Public Measure A to contract indebtedness and issue General Obligation
Bonds in the amount of $69.9 million to

of 67% with 6,262 voting yes and 3,304
voting no.
Mrs. Gonnerman reviewed the votes for
Public Measure B for the authorization
to levy annually a tax passed by a vote
of 65% with 6,262 voting yes and 3,304
voting no.
President Coil administered the oath of
office to Allen Heisterkamp and he answered the oath in the affirmative.
Director Leeper moved and Director
Hines seconded the motion that the
Cedar Falls Community School District
Board of Education approve the July 8,
2019 change orders for Orchard Hill Elementary – Phase II as presented with
pricing. With additional change orders
to be possible based on further requirements and/or needs. Motion carried 6-0.
Dr. Pattee and the Board reviewed the
proposed list of 2019 Legislative resolutions as developed by the Iowa Association of School Boards (IASB) for
the upcoming 2019 Iowa Legislative
session. Dr. Pattee discussed the list of
Legislative priorities the Board approved
in 2018. The Board discussed possible
resolutions they would support for the
2019-2020 school year. A final recommendation will be made at the August 12,
2019 school board meeting.
Director Wohlpart moved and Director
Heisterkamp seconded the motion that
the Cedar Falls School District Board
of Education approve the total package
increase of 2.53% for the Cabinet Level
Administrators, Principals, and Associate
Principals, excluding the Superintendent,
for the 2019-20 school year. The Board
further grants the Superintendent the
authority to use his or her independent
discretion in allocating increases, if any,
for the employee group so long as the
total cost to the District does not exceed
the approved total package increase for
the group as a whole. It is the Board’s
understanding and intent that this grant
of authority and use of discretion by the
Superintendent may result in some employees receiving more or less than the
total package. Motion carried 6-0.
Director Leeper moved and Director
Hines seconded the motion to approve
the second of two readings of 800, 900,
and 1000 Series board policies and additional as recommended. Motion carried 6-0.
Dr. Pattee reviewed the preliminary Board
calendar for the 2019-2020 school year
and stated Board members should contact him with specific reports they would
like to see this coming school year.
Dr. Pattee thanked the community again
for the support in the passing of the referendum and look forward to future opportunities.
Director Wohlpart and the Board thanked
Dr. Pattee and others for their hard work,
communication, and availability in the
success of the referendum.
Director Wohlpart moved and Director
Leeper seconded the motion that the
Cedar Falls Board of Education enter into
closed session to evaluate the professional competency of individuals whose
appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable
injury to that individual’s reputation and
that individual requests a closed session
under 2011 Code of Iowa 21.5(1) (i). Directors voting in favor of the motion: Coil,
Hassman, Heisterkamp, Hines, Leeper,
and Wohlpart. Those voting “no” none.
Motion carried.

Director Wohlpart moved and Director
Hassman seconded the motion that the
Cedar Falls Board of Education enter
into closed enter into closed session
to discuss the purchase or sale of particular real estate only where premature
disclosure could be reasonably expected
to increase the price the governmental
body would have to pay for that property or reduce the price the governmental
body would receive for that property. The
minutes and the audio recording of a session closed under this paragraph shall be
available for public examination when
the transaction discussed is completed
under 2011 Iowa Code 21.5(1)(j). Directors voting in favor of the motion: Coil,
Hassman, Heisterkamp, Hines, Leeper,
and Wohlpart. Those voting “no” none.
Motion carried.
