will conduct a PUBLIC HEARING as follows:

A detailed statement of additional receipts other than taxes, cash balances on hand at the close of the preceding year, and
proposed disbursements, both past and anticipated, will be available during the hearing.

The Board of Trustees met on the above
date in regular session.
The meeting was called to order at 2:00
p.m. by Chair Craig A. Johnson. Trustees present: Craig A. Johnson, Pamela
L. Taylor, Richard L. McAlister, Jeffrey J.
Engel, and MaraBeth K. Soneson. Absent: None. Others present: Steven E.
Bernard, General Manager/CEO; John
Larsen, Board Counsel; and Jack Yates,
Carole Yates, Dale Olson, and Sue Green,
customers.
The agenda was approved as printed and
distributed.
Retiring employee, Roberta Cahoe was
recognized for nine years of service.
Customer Sue Green was present to
share her views of a presentation by the
Iowa Department of Agriculture & Land
Stewardship on “Recent Behavior and
Trends in Precipitation Across Iowa”.
Customer Carole Yates was present to
provide information on an upcoming
Electric Vehicle Drive Event sponsored
by the Sierra Club. The event will be held
April 28, 2019, at Singlespeed in Waterloo.
Minutes of the March 13, 2019, regular
meeting, were approved as printed and
distributed.
Personnel action reports and report of
contracts executed by General Manager
were received and filed. Trustees voting aye: Johnson, Taylor, McAlister, Engel, and Soneson. Nay: None. Absent:
None. Motion carried.
Bill Skubal, Director of Operations, presented an overview of generation and
transmission within Midwest Independent System Operator (MISO).
The following Resolutions were approved
by a single motion:
No. 6127 Resolution approving and authorizing execution of an agreement with
Central Rivers Area Education Agency
(CRAEA) to provide specialized communications services.
No. 6124 Resolution approving and
adopting the 2019 Strategic Plan.
No. 6129 Resolution authorizing the
expenditure of funds in the amount of
$1,400,000 for the water main replacement associated with the City of Cedar
Falls and Iowa Department of Transportation Highway 57/West First Street Reconstruction project.
No. 6130 Resolution authorizing the
expenditure of funds in the amount of
$620,000 for the installation, replacement
or abandonment of water mains associated with the City of Cedar Falls’ 2019
street improvement projects and permanent street patching.

McAlister, Engel, and Soneson. Nay:
None. Absent: None. Motion carried.
Resolution No. 6128 was adopted approving and authorizing an agreement
with T&C Cleaning, Inc., of Denver, Iowa,
to provide janitorial services. Said agreement provides for routine janitorial and
cleaning services for $83,000 per year.
Trustees voting aye: Johnson, Taylor,
McAlister, Engel, and Soneson. Nay:
None. Absent: None. Motion carried.
Resolution No. 6131 was adopted approving and authorizing an agreement
with University of Northern Iowa (UNI) for
replacement and transfer of ownership of
water main between Hudson Road and
Campus Street. Said agreement calls for
the Utility to reimburse UNI for a portion
($190,000) of the water main replacement
costs and in return, UNI will take over
ownership of said section of replaced
water main, which only serves the campus. Trustees voting aye: Johnson, Taylor, McAlister, Engel, and Soneson. Nay:
None. Absent: None. Motion carried.
The annual energy efficiency/conservation report was received and filed. Trustees voting aye: Johnson, Taylor, McAlister, Engel, and Soneson. Nay: None.

Jerald Lukensmeyer, Gas & Water Operations Manager, presented the water
services maintenance report. The report
was received and filed. Trustees voting
aye: Johnson, Taylor, McAlister, Engel,
and Soneson. Nay: None. Absent:
None. Motion carried.
The following items were presented for
information purposes only: an update
on current state legislative items; status of the Solar Garden output; the current safety status of the Utility; a review
of current customer satisfaction survey
results; and an overview of the current
electric reliability report.
Board requests to staff included a review
of suggestions made for the water services maintenance plan options.
The Board agreed to postpone the continued follow-up of their self-evaluations
to a later date.
