There are a few things at play here: First, not everyone’s body temperature and comfort levels are the same — this is why couples get into fights over the thermostat. Second, those who are more active or have higher metabolisms, like runners or young people, tend to not need or want as many layers of clothing on. Finally, there’s the fashion-forward or “cool” factor, which especially applies to teenagers — if a coat or hat hampers your look or hairstyle, you’re more likely to go without it if you can stand the chill.
