WATERLOO - A Waterloo West High School teacher has been placed on administrative leave for inappropriate behavior with a student, school officials confirmed today.

Waterloo police have been asked to investigate the matter, school district spokesperson Sharon Miller said.

Parents and guardians of West students were informed of the situation in phone messages Thursday afternoon.

The teacher's name has not been disclosed, Miller said.

"Some very disturbing allegations have been made against a teacher at West High (who) is now on administrative leave, " parents were told in the phone messages.

"This teacher has been accused of inappropriate behavior with a student outside of school. While we must presume innocence while an investigation is being conducted, we want to do everything we can to reach out to any other student who may have been victimized, or anyone that has knowledge of any inappropriate behavior by a staff member," the message said.

Miller said anyone with information on the matter may contact Cora Turner, the district's executive director for student services, at 433-1801.

Everyday a new negative story about the Waterloo Schools. Yet people claim its a GREAT school district. I'm sure they will let this person stay on but yet they fire(basically) a successful coach who has been in the district for 30 years. Go figure.

Its not a GREAT district but it is not terrible either. However, saying that a school district would allow any guilty (which has yet to be proven) staff member of indecency stay hired is just ridiculous.

Hey Kenny, we're tired of your shtick and you're wrong to boot. The school district will not let the this teacher stay in place if the allegations are proven true. Let's make a deal...if the allegations against this teacher are proved accurate and the Waterloo School District dumps the teacher will you quit posting?

Seriously, kenny powers? A successful coach should stay even though he was doing ILLEGAL drugs? Man Up. Take the punishment/consequences and step down. Actions have consequences. Yes, forgiveness is real and should be extended. That doesn't mean a position should be reinstated. Especially one with impressionalbe CHILDREN under your influence. We're not talking about something inappropriate with this coach, it was ILLEGAL.

The coach was CAUGHT and CONVICTED of having drugs. Therefore, his name is "splashed" all over. This new allegation is still under investigation. It's simply breaking the story. I'm sure we'll learn the name(s) soon enough.

godblessamerica, i think kenny powers was talking about east high coach mcgraw, a hugely popular coach with an unblemished reputation of 30 years, and not being allowed to finish his career out at the program he built. not the coach with the drug problem. two completely different people.

GodBlessAmerica, I think you may be confused. Kenny Powers isn't refering to Coach Mays the EH football coach who was busted for pot, he's refering to Coach McGraw the basketball coach who was not given his coaching position when he retired as an administrator.

People had a problem with McGraw because he was strict. But with his job and the kids that he dealt with as an administrator, the school needed some discipline. He was one of the best coaches in the state, and possibly even America. So good in fact that he was even on the cover of a coaching textbook.

There was no drug charges against Steve McGraw...

I've been back in Waterloo for some 20 years and I have yet to have heard some much negative things coming from the Waterloo school district as what is current. Do we really have a great district??? We (as parents and concerned citizens) should be asking some hard questions.

By the way, why wasn't the name of the teacher released like Mays and Madlock??? Is there some kind of special treatment because he's from West??? I would seriously hope not.

It's pretty sad reading stories like this one doesn't even faze me anymore... Seriously what kind of people are teaching our children? Obviously the kind with no morals, ethics or principles! What is happening in our community…? Why are we waiting on the sidelines hoping someone will take a stand? This behavior along with the violence we have faced is UNACCEPTABLE!!! I too respected McGraw. I never had any problems, so I never had to deal with him while I was at East. Great basketball coach and entertaining to watch throught the course of a basketball game. Very similar style to Bobby Knight.

Seriously, what's going on in the schools? Bunger set on fire, miscalculations with teachers pay, McGraw not being hired, 2 East coaches busted for pot, now a teacher accused of inappropriate contact with a student??? What's with all the chaos, controversy, and drama? Is this what our tax money goes toward? If I wanted this much drama, I'd turn on some reality TV...

The teachers name hasn't been released yet probably because she/he hasn't been arrested. The two coaches were arrested and those records are public records. They cant tarnish the name of a teacher with a simple allegation however, if the allegations are found to be true and the teacher is arrested the name will become public.

The reason the teachers name wasn't released is because it's alleged. There is no proof yet, an investigation is in progress. There are no charges brought against the teacher yet whereas both East High coaches were pulled over and caught with drugs. That is a matter of public record as they were both sited for possession of a controlled substance. If memory serves correctly, neither of them were fired, they both resigned. At any rate, crimes are public knowledge and are therefore printed in the paper.

A West High teacher is accused of having inappropriate relations with a student. Did the teacher really have relations with the student? What is the motive of the student to report this? Could it be a student who received a bad grade on a test or class who is looking for "paybacks?" Is this a student who tried to initiate inappropriate contact with the teacher and was shut down and upset about that, turned it around? Is it a younger teacher who was at a party when some students showed up and a student made up this story? Heck, was it a party the teacher had heard about and showed up and shut it down without police intervention and this is paybacks from a student?

We don't know what happened and if found innocent, it would still ruin the teachers career. There are no legal grounds to expose his name to the public yet. Innocent until proven guilty yet because of two pot smoking coaches from East, you think this is a conspiracy. Find something more important to complain about rather than a East side vs. West side thing.

The Courier can only report this as "allegations", the truth shall soon be known as the criminal investigation is still underway. How about some empathy for this child's welfare? Not to mention other family members who also attend the school. These children are having to deal with the horror of the situation as well as the cruelty of other students and are suffering greatly. Another student stepped forward to report the incident as the child had been so demoralized they were unable to do so themselves. Everyone is entitled to their opinion, but what happened here is the worst nightmare for any parent. And yes, as parents we need to look very hard at our school system here in Waterloo.

Like I have said so many times. Fixing the Waterloo Community Schools starts with a complete overhaul of the personnel that are in charge (including Cora) at the Administration Building. I think the vote should be a vote of "no confidence". I no longer have confidence in this district. I used to be the first one to stick up for it. Just can't do that anymore. Administration is running into the ground. I think the state needs to step in and investigate what is really going on.

Administration has nothing to do with a teacher (with long tenure) who makes advances at a student. As long as they do their proper investigation, there should be no mention of Administration in this situation.

Hey B786- I'm sure they will fire this guy if he is guilty. There is no hatred over anything and the coaching change is the LEAST of this districts worries. Just find it funny that people think that everything is fine here. How many of these stories in the last 3 weeks? For a small district of this size? You can't find this much trouble and news stories in a district 5 times the size of Waterloo. And no deal. I have the right to post my feeling just like you. Seems like a few others agree with my thoughts too. My son and daughter went through the Waterloo district for a few years and at that time it was decent, but now its basically a joke. I have several friends who teach in the district and they also feel as it is going downhill. Thanks you Subliminal for clueing in godblessamerica for me. Off the subject- but how did the district not see it earlier that they were overpaying the teachers? Wasn't it like 7 months. Another example of the Waterloo Schools at its best.

just me - We may not need a vote of no confidence. From what I understand, so many of the schools are scoring so low on their testing that the school district is on the brink of government takeover, which I feel would be worse than the current administration running it (not much worse though). Government always seems to screw something up, but I could be biased because I'm a republican.

C'mon Kenny: Stop posting stuff you can't back up..."You can't find this much trouble and news stories in a district 5 times the size of Waterloo." If you actually look up a school district that is 5 times larger than Waterloo you will see a much higher frequency of incidents. I know, I did it and you should too. Do the research before you spout off and you'll eat fewer of your own words. I'll even give you a hint: Des Moines.

You say the Waterloo School District is a "joke." How are you defining this? I have personal knowledge of several Waterloo grade schools, Hoover Middle School and West High School and if you are looking to excel academically they will astound you with what they can do for students. The number of students that get significant academic scholarships every year is very impressive. You want to work your undies in a bunch over Coach McGraw....far more college scholarships have been given for academics than athletics. Those academic scholarships are not awarded unless the recipients found high-quality schools throughout their time in Waterloo.

The point is that there have been SEVERAL stories in the Waterloo Schools over the last month. I know you want everyone to agree with you, but most people don't. There are 2 high schools and a handful of elementary and middle schools... and a lot of problems. I believe that most would agree Waterloo Schools have some problems right now.... except you of course.

I get a lot of information from teachers I know and anyone who thinks the school district is high-performing is either delusional or willing to accept the dumb-downed standards of today for students.I have seen the raw test scores and the absentee sheets and it is depressing and many kids that are doing good work only do so by being able to "filter out" all the disruption other students are causing.Some substitute teachers refuse to work at East High because of the attitude of many of the students and no cooperation from the administration there.

While I agree that false accusations can ruin a career, even if this person is cleared there will always be doubt in peoples minds. Right or wrong.. thats the facts, Jack.. It is the instructors JOB to see to it that they are never in a compromising position with a child. That is an unfortunate but necessary fact in the world we live in. ANYONE involved with children must know this.

On the other hand- sexual abuse committed by Catholic priests was not only hidden.. But they moved them to another church to cover it up. Thus many MORE victims. Catholic churches have a history of acting in a highly defensive manner and circling the wagons on this topic. I am personally glad that the Waterloo District is facing this head-on and investigating it thoroughly.
Any sexual abuse of minors whether perpetrated by priests, other clergy, parents, school teachers, boy-scout leaders or anyone else in whom we entrust our children is horrific. I say again.. use some serious good judgement to prevent getting into this position or even LOOKING like a possibility to avoid accusations like this.
There is nothing that can erase the pain and betrayal caused to victims and their families. We must avoid the hysteria of the moment and let reason prevail.

If your neighbor accused you of doing something to their daughter because they are mad you turned them in for selling dope out their front yard- wouldn't you want your name out of the public's eye too? I know my situation I gave is very unlikely but I am just trying to prove my point:)

formerlooian: Are you kidding me...you gave up on the Waterloo School district when you couldn't hack the challenges of East High. You moved to a "monochromatic" school district near Kansas _hitty. Your opinion doesn't matter here.

I know the test results but there is nothing a teacher or administration can do when faced with a group of students that don't have an adequate support system outside of school. Our schools our not meant to raise these children, only educate them. That doesn't mean that these few students need to interfere with the learning process of those students whose parents have academic expectations. The truth is that with Advanced and AP course work, the better students don't run into the poor students in too many classes.

If you haven't had a chance to talk with Dr. Norris then I you don't know enough to ask for changes "at the top." I have spoken with Dr. Norris on several occasions and I found him to be a very impressive, inspirational leader for the Waterloo Schools. We'll all be sorry when he leaves.
